“When the state loses control, trust fades and chaos spreads among its people and institutions.”

Dedicated to all the victims of the devastating Hurricane ” Daniel”  in Libya.

With Eastern Libyan hands and voices… I write to you about what happened in the East of Libya Derna city.
The warning of evacuation was heard in Derna hours before the disaster occurred… However, opinions split and the red alerts were met with mockery and distrust . The Libyan people no believe in any decisions, statements, and agreements, so how can they trust an evacuation alert? The thousands of victims and deaths caused by these floods that washed away both buildings and people, turning Derna into a tragedy witnessed by the world, have saddened and moved everyone’s hearts.

Despite the tragedy, it has brought the Libyans together and made them united as one. The clear reason behind what happened in the city of Derna is the existence of two authorities, the absence of accountability for those responsible, and the disregard for people’s lives. All of which violates the human rights regulations established by the United Nations.

Unfortunately what is happening now is the result of fragmentation and the presence of weak governments, Therefore, We need to form a unified Libyan government capable of managing the situation in Libya. We have previously tried a parliamentary system, but we need simultaneous presidential and parliamentary elections, especially after the House of Representatives approved laws for presidential and parliamentary elections.

1. We call on the international community to support the Libyan people in finding a single executive authority with Libyan ownership through an agreement between the House of Representatives and the state. This government should be able to establish its influence over the entire Libyan territory.
2. We urge the international community to extend a helping hand to revive the city of Derna. This support aligns with the purposes of the United Nations, as stated in its Charter, which emphasizes “achieving international cooperation in resolving the international economic, social, cultural, and humanitarian issues.” As this magnitude of the disaster exceeds the capabilities of the Libyan state and its institutions.

Statistics say that: – number of Deaths in Derna is over 7,000 people – Number of damaged buildings: over 700 – Number of buildings affected by floods: over 300 – Number of missing individuals: yet to be determined.
